James "Jim" M. Daly |
The Virginia Community Policing Institute
is pleased
to recognize Sergeant James "Jim" Daly of the
Arlington County, Virginia, Police Department as the 2002
Instructor of Year. The institute is supported by numerous
talented instructors that instruct across the commonwealth
on behalf of VCPI.
The criteria for the Instructor of the Year
award includes presenting many hours of instruction within
one calendar year, developing or assisting in the development
of VCPI course curriculum, and receiving high ratings on
student evaluations. In 2002, Jim conducted 60 hours of training
in classrooms across Virginia. His students routinely applaud
his enthusiastic, skilled training methods and comprehensive
Tactical Community Policing curriculum.
Jim got involved in community policing when he helped develop
Arlington County's first "Problem Oriented Police Team" in
1993. By focusing on open air drug markets, the team successfully
reduced illegal drug and related criminal activity in targeted
areas. Through the years, he has worked as a patrol officer,
crime-scene technician, detective, and today supervises the
Arlington County Police Department's Information Management
Unit. During and after the September 11 attacks on the Pentagon,
he managed the police department's media office and worked
closely with local and national press.
Last year, Jim taught the Search Warrants
and Interdiction in Crime Plagued Neighborhoods courses of
the Tactical Community Policing curriculum and introductory
courses in community policing. Since joining VCPI's instructor
cadre in 2001, Jim has revised the Tactical Community Policing
curriculum and has assisted with developing First-Line Supervisors
course materials.
Jim is a distinguished military graduate
from the Virginia Military Institute and served three years
in the U.S. Army achieving the rank of first lieutenant.
He is currently pursuing a master's of science degree in
administration from Central Michigan University.
VCPI appreciates Jim's support of the institute
through instruction and curriculum development.
