A national program that explores how community-based efforts to prevent terrorism and counter violent extremism (CVE) fit into the broader homeland security mission. It is currently pending certification by the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), National Training and Education Division (NTED).

Virginia Victim Information and Notification Everyday (VINE) is an automated service that allows people affected by crime to locate an offender in jail, and receive notifications about any changes in custody status. This free, anonymous service is available 24 hours a day, 7 days a week, by phone, internet or mobile app.

The COPS Office Training Portal provides a convenient way for law enforcement professionals and community partners to access interactive online training in emerging public safety topics and serves as a gateway to a variety of multimedia community policing resources at no cost.

An online resource to assist law enforcement agencies in their efforts to enhance public safety through the implementation and integration of effective policing strategies related to violent crime reduction; organizational culture; officer safety and wellness; and measuring and sustaining success.

The Virginia Sheriffs’ Institute offers the Certification Program to recognize the continued individual professional development of Virginia sheriffs and deputies. Certification through this voluntary program provides recognition of a sheriff or deputy’s commitment to excellence, life-long learning, and advancement of public safety as a profession.

An online resource designed to demonstrate the collective efforts of our nation’s law enforcement agencies currently engaged in community policing to counter violent extremism, prevent radicalization, and build community resiliency.

A national technical assistance (TA) program designed to enhance the capacity of law enforcement agencies nationwide to effectively respond to critical incidents or critical emerging issues, focusing on community policing strategies and practices.

VCPI serves as a national training and technical assistance (TTA) provider for the Bureau of Justice Assistance (BJA) National Training and Technical Assistance Center (NTTAC). In this role, VCPI collaborates with public safety organizations nationwide to provide subject-matter expertise, training, and support of their critical TTA needs at the state, local and tribal levels.

An online resource and training program focused on applying broken windows theory, as it was originally intended (a community policing tool), to a broad array of public safety issues.

Virginia Judicial Security Specialist Development Program

Developed in conjunction with the Judicial Security Toolkit (JST) and the Judicial Security Specialist Online (JSSO) program, JSSDP provides resources that prepare deputies and court security personnel to engage in long-term, sustainable and effective partnerships with judicial personnel in their efforts to security their own safety and the safety of their families.

CHP Cohort Support: Training & Technical Assistance Program (CCS)

CCS is a comprehensive, nationwide training and technical assistance effort supporting agencies that have received COPS Hiring Program (CHP) grants. The program focuses on four specific cohort areas of need for the grantees: Gun Violence/Homicide; School-based Issues; Trust; and Homeland Security. Through CCS, VCPI provides a multitude of training programs (classroom and online), resources, and assistance services directly to the CHP grantee agencies to help address these critical issues in their communities.

Tactical Community Policing for Homeland Security (TCPHS)

TCPHS is a multi-faceted program developed and delivered with core curriculum, instructor development and online training components, which reaches thousands of criminal justice professionals nationwide. It empowers law enforcement officers to integrate community policing into local, regional, and national homeland security efforts through an all-crimes approach. Based on the simple but powerful premise that effective homeland security is the proactive and tactical practice of community policing, TCPHS delves into the merits of community policing as a means of thwarting and strategically interdicting terrorism. It delivers specific training and practical guidance focusing on the systematic use of partnerships and problem-solving techniques, grassroots intelligence gathering, proactive prevention, intervention and interdiction strategies, and values-based policing in the climate of terrorism.

Community Policing Training and Technical Assistance Program (CPTTAP)

CPTTAP is designed to support the advancement of community policing as an overarching national objective, while allowing agencies at the local level to determine and select training and technical assistance solutions to meet their goals. A nationwide training and technical assistance program focused on strengthening the capacity of law enforcement agencies and the communities they serve in effectively engaging in community policing practices. These include problem-solving, partnerships, organizational transformation, crime prevention, and more. Through direct support efforts, classroom training, online training, and regional conferences, VCPI serves thousands of public safety professionals and agencies throughout the United States.

Ethical Decision Making: Policing with Principled Insight

EDM reshapes community policing by equipping officers with the skills, processes, and controlling insight to fully integrate ethical decision making into their everyday roles and responsibilities, in routine and crisis situations, and when no one else is watching. It is built upon the belief that effective policing requires changing the concept of police ethics from merely an after-thought, to a controlling insight that informs and guides police practitioners from an internal, personal capacity. Designed as a blended-learning initiative, integrating core curriculum, instructor development, Police Ethical Navigator (PEN) tool, and online training components EDM reaches thousands of criminal justice professionals nationwide.

Applied Evidence-Based Policing Practices: Homicide and Violent Crime Reduction

HVR is a dynamic program designed and delivered through direct support, classroom and online training to reach thousands of police managers and decision makers nationwide. Based on the fundamental premise that research and evidence should guide organizational decision making, this program bridges the gap between research and practice, increasing knowledge of current evidence-based practices and ways to implement them into homicide and violent crime reduction efforts.

Virginia Judicial Security Initiative

In 2005, the Supreme Court of Virginia (SCV) set forth a proactive, comprehensive initiative, the Virginia Judicial Security Initiative (VJSI), to address the security needs of the Commonwealth’s Judicial System. Over a period of several years, VCPI worked in close partnership with the SCV, Virginia State Police, Virginia Capitol Police and Virginia Sheriffs’ Association to examine the issues of courthouse security identified by the VJSI committee, and to develop and implement programs to address them. These included the development and delivery of: three 80-hour Advanced Court Security courses for representatives from Virginia’s 31 court districts; two 8-hour Court Security Assessor courses; completion of Courthouse Security Assessments throughout the Commonwealth; and a 24-hour Residential Threat Assessment course which recognizes that incidents of violence against Virginia’s judicial system are not limited to the courtroom.

Unsolved Cases: Cold Case Analysis for Law Enforcement and Prosecutors

A critical and impactful training initiative reaching thousands of law enforcement officers and prosecutors nationwide, this program utilizes a comprehensive, blended-learning approach to enhance knowledge and improve skills necessary to investigate, resolve and prosecute cold cases. Through a series of regional conferences presented by a distinguished cadre of investigatory and prosecutorial practitioners, an interactive online course and supporting simulations, this program offers a multitude of benefits, including but not limited to: a practical foundation in DNA evidence identification focusing on best practices related to processing previously handled DNA evidence in cold cases; guidance on identifying cases for investigation based upon statute of limitations considerations and solvability factors; ways to maximize cold case interviews which lead to successful prosecution; an overview of criminal profiling, which assists investigators in the analysis and interpretation of criminal behavior; and strategies for working with and managing the media in high profile investigations.

VCPI e-Learn Center

VCPI’s eLearn Center offers 24/7, on-demand access to a catalog of web-based courses packed with high quality, interactive content and supported by a variety of learning tools, multi-media segments, and exercises for police professionals and their community partners. VCPI’s eLearn courses address some of today’s most pressing issues in law enforcement and public safety, providing critical training to participants from all 50 states, as well as dozens of countries around the world.

Violence Interdiction: A Proactive Approach to Mitigating Conflict

VI is a powerful, comprehensive program which addresses the ever-present national concern regarding violence plaguing our nation’s communities. It supports criminal justice practitioners in their efforts to reduce violence by integrating effective conflict mitigation theories and techniques into their daily law enforcement roles and responsibilities. The core curriculum, instructor development component, and online course offer practical skills and tools to: proactively investigate, assess and manage the circumstances and context that have led to conflict; identify primary issues; and recognize the situational and individual factors influencing those involved and their decisions.

Scenario-Based Executive Level Training

S-BELT prepares public-safety decision makers for their role, as leaders, in a dynamic, ever-changing all-hazards environment of homeland security. This national initiative incorporates classroom training and a corresponding online course, as well as supporting simulations, training thousands of public safety leaders in every state in the country in a collaborative effort funded by the Department of Homeland Security.

CHRP Grants Management Online Training

To support the thousands of law enforcement agencies nationwide funded by the COPS Hiring and Recovery Program (CHRP), VCPI designed, developed, and implemented a comprehensive online CHRP information, communications, and training center, CHRP eLearn. This initiative included the development and delivery of online courses, providing training in community policing and grants management.
