Law Enforcement Response to Active Shooter

Length: 8 or 24 hours

This is a three-day, highly interactive course which focuses on tactical and procedural elements of law enforcement response to active shooter incidents. The course is designed to apply the tactical and procedural elements of active shooter response to multiple environments. Through lecture, class discussion, practical exercises and scenarios using sim-unitions training and/or range “shoot house” training, participants will identify and utilize techniques and tactics to respond effectively to an active shooter incident to locate, isolate, contain or eliminate the threat and conduct evacuation of innocent bystanders.

Course objectives include the following:

  • Define the terms Active Shooter and Rapid Deployment and be able to make a decision whether a traditional response or rapid deployment is needed.
  • Identify the lessons learned from court/school shootings and work place violence.
  • Develop a contact/rescue team and utilize tactics to approach, enter the facility and perform a room entry to locate, isolate, contain or eliminate the threat from the active shooter and as it relates to the officer’s role on the Critical Incident Team.
  • Understand the importance of team work, communications, command and control, the role of police, schools, fire rescue, other law enforcement agencies and the media in an active shooter incident.

This course can also be offered in a one-day refresher format, based on an agency's needs.

Length: 16 or 24 hours

Too often, shattering images of tragic events, violent attacks and bombings are what many think of when considering homeland security and terrorism. Yet, effective homeland security looks nothing like those terrifying images and instead is the picture of law enforcement and communities working in partnership to be vigilant, resilient, and strong. At its core, effective homeland security is the proactive and tactical practice of community policing.

Based on this simple but powerful premise, Tactical Community Policing for Homeland Security delves into the merits of community policing as a means of thwarting and strategically interdicting terrorism. This 2-day course explores Community Partnerships; Practical Problem Solving Strategies; Proactive Prevention, Intervention and Interdiction Strategies; and Values Based Policing in the Climate of Terrorism.

This course can also be offered in a 3-day Instructor Development Program format upon request.

Tactical Community Policing for Homeland Security (TCPHS Online) focuses on strengthening the capacity of law enforcement agencies to implement an all-crimes approach, based on community policing principles. The fundamental premise is that terrorism and community policing are both philosophical approaches aimed at influencing civilian populations. Whereas terrorism seeks to inspire fear and coerce civilian populations into submission, community policing aims to preserve order, diminish fear, and build resilience.

Throughout this eLearn course, participants explore the following topics:

  • Values Based Policing in the Climate of Terrorism

TCPHS Online is crafted as a concise and relevant eLearn course addressing the realities of policing in the 21st century. Designed with the practitioner in mind, the course includes on-screen text, videos, and narration in a user-friendly eLearn environment that allows participants to start, stop, and resume the training based on their schedules. Although it requires a minimum of 2 hours of uninterrupted run-time, participants should expect to spend approximately 4 hours completing this dynamic and timely course.
