The U.S. Department of Justice’s Office of Community Oriented Policing Services (COPS Office) advances the practice of community policing by the nation’s state, local, territorial, and tribal law enforcement agencies through the development and delivery of information and grant resources.
Together, NCPI and the COPS Office have spent more than two decades in partnership with a constant commitment to providing community policing training and resources to the field.
COPS Office Training Portal
An online learning center that provides no-cost training and resources to tens of thousands of public safety professionals nationwide. NCPI developed and administers the Portal’s backend infrastructure, develops and coordinates the launch of new curriculum and resources, manages day-to-day operations, and promotes Portal awareness. The Department of Homeland Security (DHS) has the critical mission of securing the nation from the many threats we face.
As a FEMA National Training and Education Division (NTED) training provider, NCPI has partnered with DHS to develop and deliver in-person and web-based training, leadership development, and community engagement programs that focus on building community resilience in the face of terrorism and violent extremism.
Strategic, Tactical, and Resilient Interdiction of Violent Extremism (STRIVE)
A national, collaborative training program (in-person and online) for community members, local officials, and public safety practitioners, integrating community policing into communities’ tactical efforts to detect, deter, disrupt, and deny violent extremism.
Scenario-Based Executive Level Training (S-BELT)
A national collaborative leadership development course: NCPI partnered with another public safety training organization to develop and deliver in person and online training to thousands of public safety and emergency management leaders nationwide.
The National Institute of Justice (NIJ) is the research, development and evaluation agency of the U.S. Department of Justice, and is dedicated to improving knowledge and understanding of crime and justice issues through science.
NCPI has partnered multiple times with NIJ to assist law enforcement and prosecutors overcome the challenges brought on by forensic and DNA advancements in the investigation and resolution of cold cases.
Cold Case Analysis for Law Enforcement and Prosecutors

Virginia VINE
An automated victim notification system providing real-time offender custody status information to registered victims in Virginia. NCPI implemented this service in all of Virginia’s local and regional jails in 2006 and continues to administer and expand the program (to include sex offender registry notification, photo enhancements, and protective order notification), enhancing victim services across the Commonwealth.

Helping localities address public safety challenges is how NCPI got its start, and it continues to be a fundamental element of our work.
Whether we’re building customized online curriculum for an urban sheriffs’ department navigating a federal consent decree, developing educational content for a tribal law enforcement agency facing a multitude of intracommunity challenges, or providing in-person training to an understaffed police department, NCPI works with agencies of all sizes to meet the needs of their communities in all 50 states and US territories.
Community Engagement Forums
A series of problem-solving workshops conducted in partnership with a large urban police department and the U.S. Attorney’s Office to build upon existing local efforts to identify and prioritize local crime and disorder problems, analyze why those problems exist, and develop collaborative strategies for addressing them.

Rapid Mobilization
Responding to an urgent request from a large urban police department in conducting an assessment of rising crime issues and providing immediate training and resources; assessing an agency’s communications strategies post-crisis and making future recommendations to enhance public trust and transparency; addressing consent decree agency mandates through comprehensive organizational transformation, achieved through an alignment process; and conducting data analysis to assist an agency taking proactive measures to address community concerns of profiling and bias detailed in the media as part of an effort to ensure transparency, public trust, and community partnerships.
